Description

Local-first tactical operations software

Turn scattered field reports into one operational picture.

XTOC gives your team a private, resilient command workspace for maps, reports, resources, comms, sensors, and field data—without making your operation depend on a cloud service.

When information is everywhere, decisions get slower.

Radio calls. Handwritten notes. Screenshots. Separate maps. A dozen browser tabs. XTOC brings the useful pieces together so the team can see what is happening, what matters, and what happens next.

Build the picture

Place teams, incidents, assets, routes, hazards, overlays, reports, aircraft, ships, sensors, and video sources into one working view.

Keep operating locally

Store core operational data in your own browser profile and use operator-run local helpers, LANs, MANETs, or radio paths when the internet is unavailable.

Move structured information

Create portable X Suite packets for text, QR, audio, mesh, trusted-network, and manual relay workflows instead of rebuilding reports by hand.

The command workspace

Give the whole team a common operating picture.

  • Tactical maps, markers, routes, teams, resources, incidents, and structured reports
  • Comms planning, nets, radio workbench, SATCOM and transport planning
  • Optional ADS-B, APRS weather, ships, drones, ATAK/CoT, video, and sensor integrations
  • Shared-workspace and federated-TOC options on infrastructure you control
  • Printable and portable outputs for field use and continuity planning

A practical overview—not another feature dump.

Watch how XTOC turns field inputs into an operational workspace, then decide whether it fits your team.

Real capability, visible at a glance

Keep the modules you need. Ignore the ones you do not.

Best fit

Preparedness groups, volunteer teams, field operators, amateur-radio organizations, training environments, and small operations that want a capable local-first toolset.

What you control

Your devices, storage, data paths, radio operation, local services, retention, backups, and the modules you enable.

What to expect

XTOC is a serious toolkit with optional integrations. Start with maps, teams, reports, and packets; add advanced modules as your operating plan matures.

Important: XTOC supports operational planning and information management; it does not replace trained judgment, official emergency systems, legal authority, or the radio operator’s responsibility to follow current regulations. Encrypted SECURE packets are for appropriate non-amateur paths. See the public technical reference for packet, transport, security, requirement, and compliance details.
Included operational knowledge

Start with proven field workflows—not a blank screen.

These free, detailed X Suite field guides turn the software into practical plans, checklists, scenarios, communications workflows, and deployment ideas you can adapt to your own team.

Questions before you buy

Does XTOC require the internet?

No central MKME data service is required for ordinary operation. Some optional maps, data feeds, downloads, integrations, or initial setup tasks can require connectivity. Prepare and test the exact offline workflow you intend to use.

Do I need special radio hardware?

No. XTOC can be useful as a standalone command workspace. Compatible radios, SDRs, GPS sources, mesh devices, helpers, and local servers extend capability but are optional.

Is XTOC the same as XCOM?

No. XTOC is the broader command and operational-picture workspace. XCOM is the streamlined field communications companion. They can exchange the same family of portable X Suite packets.

Where are the packet format and detailed requirements?

They are in the X Suite Technical Reference, shared by XTOC, XCOM, XINTEL, and XCORE.
